Editorial: No Fish, Two Tories
I saw that spray painted on a wall in St. John's, Newfoundland, in January 1994. It was after Canadian fishery policy had driven the northern cod into commercial extinction and after the federal election in which the governing Conservatives had been reduced to an apparently similar state of near oblivion. There appeared to be a connection.
"No Fish, Two Tories" expressed a grim retributory satisfaction: Bad decisions had led to tragic results, but a political price had been paid. A lesson had been taught.
Or so it then seemed. ...
